About the role
Binance is a leading global blockchain ecosystem behind the world’s largest cryptocurrency exchange by trading volume and registered users. This role owns the design, implementation, and operation of the local licensed payment risk function, ensuring regulator-ready practices aligned with NBK and AFSA requirements from day one. You will partner with compliance, finance, technology, and global risk teams to support the business as it grows.
What you'll do
- Design, implement, and maintain the risk management framework for the local licensed payment business in line with NBK and AFSA requirements.
- Develop the risk appetite statement, risk limits, and key risk indicators, and monitor ongoing compliance.
- Identify, assess, and monitor key risks including operational, liquidity, currency, counterparty, fraud, outsourcing, information security, and compliance risks; maintain the risk register.
- Monitor prudential norms and capital requirements, escalate breaches, and assess counterparty risk of partner banks and other key counterparties.
- Conduct stress testing and scenario analysis and contribute to capital and liquidity planning.
- Prepare risk opinions and risk reports for the Board, committees, and regulators, and support regulatory inspections and audits.
What they're looking for
- Degree in finance, economics, mathematics, or a related field; professional certification (FRM, PRM, CFA) is an advantage.
- 5+ years of risk management experience at a bank, payment organisation, fintech, or other regulated financial institution.
- Strong knowledge of NBK prudential and risk management requirements and of Basel, COSO, ISO 31000.
- Hands-on experience with operational, liquidity, currency, and counterparty risk management, including limit setting and monitoring.
- Experience building or developing a risk management function and risk reporting for boards and regulators.
- Fluent Russian and English; Kazakh strongly preferred.
