Chief Accountant, Payments (Kazakhstan)

About the role

Binance is expanding its regulated footprint in Kazakhstan. The Chief Accountant will build and lead a regulator-ready, banking-standard finance and accounting function for the local licensed payment business.

What you'll do

• Own full-scope bookkeeping and accounting in IFRS and Kazakhstan legislation, ensuring readiness for external audit.
• Ensure accurate accounting and reconciliation of segregated client funds kept separate from the company's own funds.
• Support the calculation and reporting of prudential norms and capital requirements applicable to the payment organisation.
• Prepare timely financial, tax, and statistical reporting; prepare group and parent-company reporting, including participation in consolidated group audits.
• Maintain a robust regulator-ready internal control system.
• Prepare documentation and explanations for external auditors and the National Bank of Kazakhstan; act as the key finance stakeholder in regulator interactions; lead and coordinate the accounting team.

What they're looking for

• Higher education in accounting, finance, or economics; postgraduate education or professional certification (ACCA, CAP/CIPA, DipIFR).
• 10+ years of finance and accounting experience, including managerial roles, with 5+ years as Chief Accountant or Deputy Chief Accountant at a fintech, payment, banking, or microfinance organisation.
• Full-scope IFRS accounting experience under Kazakhstan legislation, including reporting requirements for international groups.
• Strong knowledge of the Tax Code of the Republic of Kazakhstan and the Law on Payments and Payment Systems; experience with client fund segregation and prudential requirements.
• Experience with external audits by a Big Four firm, and with NetSuite; advanced Excel; fluent Russian and English at intermediate level or above.
