Legal & Regulatory Counsel, Payments (Kazakhstan)

About the role

Binance is expanding its licensed payment business in Kazakhstan. The Legal Regulatory Counsel will provide end-to-end legal and regulatory support for the local licensed payment entity, including licensing and regulatory dialogue with NBK and AFSA, contract work, corporate matters, and ongoing compliance with the applicable legal framework.

What you'll do

• Lead licensing with NBK and AFSA including applications, analysis, internal documents, and regulator responses
• Monitor Kazakhstan legislation on payments, e money, currency regulation, AML CFT, and personal data and advise on implementation
• Draft, review and negotiate agreements including partner banks, outsourcing, technology contracts, and client terms
• Provide corporate support for local entities including incorporation, governance documents, and regulatory approvals
• Develop internal policies required by NBK and AFSA in cooperation with compliance and risk
• Support regulatory inspections and audits and coordinate with external counsel; align with global teams

What they're looking for

• Law degree; master's degree or equivalent is an advantage
• 5+ years of legal experience in financial services regulation with licensing or regulatory engagement with NBK and or AFSA
• Strong knowledge of the Law on Payments and Payment Systems, NBK regulations, AML CFT, and personal data legislation; AIFC AFSA knowledge is a strong advantage
• Proven experience drafting and negotiating commercial agreements including banking, outsourcing, and technology contracts; corporate governance experience
• Ability to translate complex regulatory requirements into practical business solutions and work with cross functional teams
• Fluent Russian and English required; Kazakh strongly preferred
