Procurement Manager

About the role

VillageReach transforms health care delivery to reach everyone, improving equity and access to primary health care across Africa. The Procurement Manager will lead the Procurement function in the Democratic Republic of Congo, ensuring activities are transparent, efficient, and compliant with VillageReach policies, donor requirements, and national regulations. You will lead the procurement team, set the country strategy, ensure timely availability of quality goods and services for project implementation, and maximize value for money.

What you'll do

• Provide operational leadership for the function at national scale; supervise, mentor, and evaluate the procurement team.
• Develop and implement the national supply chain strategy and annual purchasing plans; optimize processes to reduce delays and improve efficiency.
• Supervise the purchasing cycle from planning to delivery; ensure compliance with internal policies, donor requirements, and national regulations.
• Develop and manage a portfolio of suppliers; negotiate framework contracts and manage relationships to secure best price, quality and delivery terms.
• Governance, compliance and risk management; prepare for audits and maintain complete, compliant documentation.
• Track procurement expenses, develop dashboards and KPIs, and contribute to budgeting and financial forecasting.

What they're looking for

• Bachelor’s or master’s degree in Purchasing Management, Logistics, Business Administration, or related field.
• Minimum seven years in supply chain management with at least three years in a supervisory role.
• Experience in an international NGO, United Nations agency, or donor-funded environment; contract management and supplier relationship experience.
• Strong leadership, planning, negotiation, analytical, and stakeholder management skills; proficiency with Microsoft Office and ERP systems.
• Excellent spoken and written French; good command of English; demonstrated cultural competency and ability to work in diverse settings.
• Professional certifications such as CIPS, CPSM, or PMP are assets.
